Housing as a Human Right 2025

On Friday, September 26, staff attended the annual Housing as a Human Right conference in Somerset. This year, we were especially proud to support our Assistant Director, Rose Bulbach, who participated as a panel speaker on “Leveraging Local Funding & Strategies.”

Rose has been with our department since 2001 and has played a key role in shaping Ocean County’s response to homelessness. She highlighted the Ocean County Homelessness Trust Fund, sharing her expertise as one of the key drivers in its creation and helping to expand critical resources for accessing safe, stable, and affordable housing.
