Deputy Director Quinn was sworn to his second three-year term on the Ocean County Board of Commissioners in January, 2022. A long-time elected leader in Lacey Township, Deputy Director Quinn serves as Chairman of Transportation and the Ocean County Sheriff’s Department. He also serves as co-chair of the Ocean County Department of Finance and the Department of Management and Budget.
He is liaison to the Ocean County Prosecutor’s Office, the Ocean County Training Center, Waretown, the Ocean County Health Department and the Ocean County Veterans Services Bureau.
Deputy Director Quinn brings to the Board years of experience and leadership qualities in both professional and elected offices.
As chair of the Ocean County Sheriff’s Department, Deputy Director Quinn works closely with Sheriff Michael G. Mastronardy to assure public safety is a priority in the County.
In addition to providing security at the Ocean County Courthouse, Toms River, the Sheriff’s Department also includes a K9 unit, the Ocean County Office of Emergency Management, Communications Division, Enhanced 911, the Criminal Investigations Unit, Project Lifesaver, the Drone Unit, the Marine Unit, and the Ocean County Police Academy. The department also provides assistance to the police departments in Ocean County’s 33 municipalities.
Deputy Director Quinn co-chairs the Ocean County Department of Finance with Commissioner John P. Kelly working to provide a County budget that funds all the essential and core services for County citizens while maintaining a AAA bond rating and a stable county property tax rate.
Providing safe, efficient and reliable transportation services open to Ocean County residents and in particular, to senior citizens and persons with disabilities is the goal of the Ocean Ride system. The system has grown over the years and now consists of over 70 modernized, (wheelchair accessible) vehicles and over 60 professional drivers in addition to support staff in providing over 300,000 passenger trips annually.
As liaison to the Ocean County Veterans Services Bureau, Deputy Director Quinn works to assure the more than 30,000 veterans living in Ocean County are provided with quality services and programs.
Deputy Director Quinn served as a Lacey Township Committeeman for 15 years. During his tenure, he served five years as Mayor and five years as Deputy Mayor. He has been a member of the Lacey Township Planning Board for 14 years and served on the Lacey Township Board of Education for five years.
He was sworn to his first three-year term on the Ocean County Board of Chosen Freeholders, now the Ocean County Board of Commissioners, on Jan. 3, 2019. He served as the 2021 Director of the Ocean County Board of Commissioners.
Deputy Director Quinn is a former member of the New Jersey Pinelands Commission having served for 11 years. He is a former member of the Ocean County Workforce Development Committee.
Deputy Director Quinn received his Bachelor of Arts in Environmental Studies from Ramapo College. He is a business owner with more than 40 years of experience in real estate development and sales.
Deputy Director Quinn is a 25-year member of the Rotary Club of Forked River and a recipient of the club’s Paul Harris Fellowship Award. He was also a member of the Lacey Township Chamber of Commerce, the Lacey Township Municipal Alliance and the Lacey Township High School Adult Education Advisory Committee.
He and his wife, Linda have two adult children Matt and Aimee, his daughter-in-law Shannon and three beautiful grandchildren Lucas, Cameron and Emersyn Grace.
