Announcement of Competitive Contracting Request for Proposals
The Ocean County Board of Commissioners announces the availability of funding for the Division of Family Development (DFD) Work First New Jersey (WFNJ) Transportation Program. The County is seeking proposals from qualified nonprofit, tax exempt 501(c)3 organizations with at least three (3) years’ experience executing this or similar programs that are located in and serve Ocean County for the purpose of providing donated vehicles and vehicle-related assistance for eligible Temporary Assistance for Needy Families (TANF) participants to overcome transportation barriers. An anticipated $107,445.00 will be available for the period of January 1, 2027, through June 30, 2028. The contract may be renewed for up to three (3) additional 12-month contract terms, at an anticipated amount of $71,630 per fiscal year, contingent upon the successful delivery of services and the availability of funding. Funds may not be used to supplant existing sources.

All proposals must be received no later than 4:00 PM prevailing time on Thursday, October 8, 2026.
The County will not be responsible for late submissions, and no proposals will be accepted after the time stipulated in this notice.
Questions about this solicitation must be submitted using the Ocean County Procurement Portal Website (https://procurement.opengov.com/portal/oceancounty) no later than 12:00 PM on Tuesday, September 22, 2026.
