The State Constitution mandates the election of a County Clerk, Sheriff and Surrogate to serve the people of the County.
As the County Clerk, Scott M. Colabella is in charge of a broad range of services for county residents. Along with the administration of all elections within the County, the County Clerk provides residents with the supervision of the filing and recording of documents affecting real estate ownership and transfers throughout Ocean County. In addition, residents looking to obtain Passports for foreign travel can receive assistance from the County Clerk as well.
The County Sheriff, Michael G. Mastronardy is responsible for preserving the peace and providing the security for the County. Sheriff Mastronardy is responsible for a number of programs that are for the safety of Ocean County residents including Project Lifesaver, the Marine Unit, the Countywide Identification Program, the Child Passenger Safety Seat Program, and the Ocean County Police Academy. He is also in charge of the Ocean County Office of Emergency Management, Communications Division, Enhanced 911, the Criminal Investigation Unit and Criminalistics. In addition, the County Sheriff provides K-9 support for all 33 municipalities.
As the County Surrogate, Jeffrey W. Moran serves as Deputy Clerk of the Superior Court, Chancery Division, and Probate Part in Ocean County. The Surrogate assists residents with probating wills and administrating estates of persons who died intestate as well as appointing guardians for minors and administering monies belonging to minors. Moran also processes complaints relative to persons being charged with mental incompetencies, and governs the process of adoption papers and complaints for the courts.
