PUBLIC NOTICE: Proposed Amendment to District Solid Waste Management Plan

PLEASE TAKE NOTICE that a Public Hearing will be held by the Ocean County Board of Commissioners on December 15, 2021, at 4:00 p.m., in accordance with N.J.S.A. 10:4-6 (the “Open Public Meetings Act”) and in adherence to the guidelines of the Department of Community Affairs, Division of Local Government Services for the purpose of hearing persons interested in, or who are affected by, the adoption of an Amendment to the Ocean County District Solid Waste Management Plan described below. Public Hearing shall take place in Room 119 (Commissioner Board Meeting Room) at the Ocean County Administration Building, 101 Hooper Avenue, Toms River, New Jersey 08754-2191.

Additional virtual Public Hearings will be held by Lakewood Township, in conjunction with the Ocean County Department of Solid Waste Management, for the same purpose as set for above on December 16, 2021, at 1:00 PM and 6:00 PM respectively.

Virtual Public Hearings will be conducted through teleconference via WebEx. Any member of the public wishing to participate in either teleconference meeting may do so by logging into www.webex.com; Meeting ID#/Password is 2633 950 4807/LakewoodTownship (1:00 PM) and 2634 676 6984/LakewoodTownship (6:00 PM). Members of the public wishing to gain access by phone may dial (408) 418-9388. All attendees will be muted upon entry but may participate by using the *3 key to raise your hand (phone) or by clicking the appropriate “Web-Ex” video button to be recognized via computer. Meetings will be viewable/recorded on Town Hall Streams at https://townhallstreams.com/.
Members of the public who prefer not to, or do not have the means to, attend either the in-person or teleconference hearing(s), may participate by emailing comments to the Ocean County Department of Solid Waste Management at ocrecycles@co.ocean.nj.us. All relevant comments received will be read into the record at one of the hearings; comments must be submitted and received by no later than December 15, 2021 at 12:00 PM. Comments may also be sent to the email address above or mail address below, and will be responded to provided they are received by December 22, 2021.

The Plan Amendment that is the subject of the Public Hearings has been prepared in accordance with the Solid Waste Management Act (N.J.S.A. 13:1E-1 et seq.) for the following purpose:

TO AMEND THE OCEAN COUNTY DISTRICT SOLID WASTE MANAGEMENT PLAN TO INCLUDE A PROPOSED TRANSFER STATION TO BE OWNED AND OPERATED BY LAKEWOOD TOWNSHIP DEPARTMENT OF PUBLIC WORKS, LOCATED AT ONE AMERICA AVENUE, BLOCK 549.01, LOT 1 AND BLOCK 549.02, LOT 1, LAKEWOOD, NEW JERSEY TO ACCEPT 300 TONS PER DAY (NOT TO EXCEED) OF TYPE 10 MUNICIPAL WASTE GENERATED WITHIN LAKEWOOD TOWNSHIP. THE TRANSFER STATION WILL FACILITATE THE TRANSFER OF SOLID WASTE FROM RESIDENTIAL AND COMMERCIAL WASTE HAULERS TO SEMITRAILERS FOR ONWARD TRANSPORTATION TO THE OCEAN COUNTY LANDFILL.

Ingress and egress to the facility will utilize the following public streets:
• New Hampshire Avenue (CR-623), Lakewood
• Cedar Bridge Avenue (CR-528), Lakewood
• America Avenue, Lakewood
• Drexel Avenue, Lakewood

Hours of Operation for the proposed facility:
• 6:00am – 9:00pm, 7 days per week

In addition, a copy of the Plan Amendment is available for public inspection at the offices of each Municipal Clerk in the County of Ocean, at the offices of the Ocean County Department of Solid Waste Management, 129 Hooper Avenue, Toms River, New Jersey, and at the office of the Clerk of the Board of Commissioners of the County of Ocean, located at 101 Hooper Avenue, Toms River, New Jersey, 08754, during regular business hours.
